When the use and lighting effect of lamps is not taken into considerations, the power saving rate could be even higher. However, it is not “the higher, the better”. The power saving rate depends on how much power is wasted. When the power is wasted a lot, much power can be saved. The power saving potential varies a lot in differ-ent working conditions, for different lamps, and at different hours. Therefore, pow-er saving rate shall be compared under the same conditions. In addition, you shall consider more than power saving rate when you choose some power saving prod-ucts. A lot of other factors shall be considered too, such as safety, power saving pr-inciple, harmonic wave, light flash, etc. Under the same conditions, the power saving rate is the most important index. The power saving products shall have the following legal conditions: (1) approval document issued by the technical supervision bureau, (2) technical document released by the Ministry of Constructions for legal use, (3) power saving certificate issued by the provincial or departmental power saving committees, and (4) type test report.
